    Simon has a wealth of experience gained from over 30 years in the information technology, broadcast and telecoms sectors. 

    He previously helped guide the strategy and operations of Samsung Electronics’ network business in Seoul, Korea. Prior to this he was CEO of UK-based Digital Mobile Spectrum Limited (DMSL) – also known as At800 – which was established as a 4G licence condition by Ofcom and is responsible for mitigating interference issues that arise as a consequence of the co-existence of DTT television and 4G mobile in the 800MHz band. 

    Between 2009 and 2012, Simon was CEO of Elster Group (SE), a German-based supplier of metering and gas infrastructure solutions. He led the company through a period of growth and also a successful listing on the New York Stock Exchange. 

    11 years with the Nokia Corporation saw him latterly serving on the Group Executive Board responsible for the Group’s Network Business. He was also the founding CEO of Nokia Siemens Networks. 

    Simon is a dual UK-Australian national. He was born and spent his early childhood in the UK before his family emigrated to Australia in 1970.

    Simon has a Bachelor of Arts degree from the Australian National University and a Graduate Management Diploma from Stamford University-National University of Singapore.  He has a wide variety of interests including travel and staying fit.  He is married and has two grown-up children.

    Appointed to his current role in April 2018, David was previously Managing Director of the Satellite & Media business unit.

    The Telecoms & M2M (Machine-to-machine) business unit is the UK’s largest independent tower provider and a leading supplier of M2M platforms to the utility sector.

    Arqiva has agreements with the UK’s four Mobile Network Operators and also hosts critical service non-mobile customers on our towers. We are also the largest owner of street furniture concessions (e.g. lamp posts) across London - essential to outdoor small cells roll-out and future dense urban 5G roll-out plans.

    David brings significant telecoms and business process outsourcing experience having held service and commercial leadership roles at Cable & Wireless (C&W) and, most recently, Capita. David also has extensive international experience having worked in Asia for Jardine Matheson and in the Caribbean for C&W. David also spent a number of years in strategy consultancy with Bain & Company.

    David is a graduate of Cambridge University and has an MBA from IMD.

    He is a keen sportsman and is married with three children.

  • Steve Holebrook

    Managing Director Media Networks


    Steve is the Managing Director for the recently-formed Media Networks business unit which provides a range of terrestrial, satellite and IP network solutions to leading TV and Radio content owners including the BBC, ITV, Channel 4, Turner, BT, Canal, Global Radio and Bauer.

    Steve joined Arqiva (NTL as then known) in 1995 and has held a variety of roles in the company including running the standalone Satellite and Terrestrial Broadcast business units. Steve also oversaw Arqiva’s move into Machine to machine (M2M) when the company secured the contract from the DCC to roll-out the smart meter communications network for the North of the UK.

    Steve has previously worked for Mercury Communications, Kingston Satellite Services, British Aerospace and British Telecom International.

    Steve graduated from Newcastle University with a degree in Electrical & Electronic Engineering in 1987 and gained a Master of Science postgraduate degree at Surrey University in 1989.

  • Shuja Khan

    Shuja Khan COO

    Shuja was appointed to the Management Board in January 2020 following 20 years in leadership roles within telecoms, media and broadcasting. 

    Prior to joining Arqiva Shuja was Chief Commercial Officer for Cable & Wireless based in the USA where he covered multiple territories across the Caribbean and South America. He has also held senior positions at Liberty Global where he generated significant revenue growth opportunities and increased operational performance. During his time at Liberty Global he was Director of Operations for Virgin Media UK and, prior to this, Commercial Director for TV where he oversaw the first cable TV integration of Netflix globally in 2012 as well as leading the move into premium sports content.

    A fellow of the Institute of Chartered Accountants in England and Wales, Shuja has a degree in economics.  On graduation he spent a decade at Deloitte where he advised clients including the BBC on strategy and operational transformation.

    Shuja spent his childhood in a multi-cultural environment in the Middle East, fuelling a passion for travel and food. He is married and has two children.

    Jeremy was appointed to the Management Board in January 2018 with responsibility for all legal and regulatory affairs.

    Jeremy joined Arqiva in 2013 having spent 10 years at top global law firm Allen & Overy. Jeremy worked in their London and Paris offices on a broad range of cross border corporate finance and M&A matters. A fluent French speaker, Jeremy also spent time at Natixis and BNP Paribas when he was based in France.

    Jeremy graduated from the University of Edinburgh with an MA in History and Politics and is a qualified solicitor. He obtained his post-graduate diplomas in law from College of Law, Guildford, and BPP Law School in London.

    He is an avid sportsman and is married with four children.

    Alex Pannell

    Alex joined Arqiva as Director in 2012 and has over 20 years experience in the Telecoms, Media & Technology industry, leading portfolio management  and holding wider general management roles across the business and consumer markets in the UK and Internationally. During his time with Arqiva he has led the Product & Technology unit, Media Services unit and the global commercial teams within Satellite & Media.

    Alex was appointed to the Management Board in January 2018.

    Prior to joining Arqiva he spent 15 years at BT in various commercial, product management/development, business transformation and business development roles across UK and International markets.  Prior to leaving BT he was a Director in BT Wholesale where he ran their broadband & voice portfolio and led two enterprise business units. During his time in BT Alex spent four years at BT’s Global joint venture with AT&T where he led a global portfolio management for global IP & Data services.

    Alex graduated with a degree in Business & Economics from Leicester University.

    Alex is married with two children and is a keen sportsman, in particular water sports and skiing.

    Neil Taplin

    Neil joined in 2015 as Director of Operations in the Terrestrial Broadcast business unit and was appointed to the role of Director of People & Organisation in October 2018. While in Terrestrial Broadcast, his team achieved exceptional improvements in customer satisfaction, employee engagement and operational efficiency.

    Prior to joining Arqiva, he spent 12 years in a number of senior operations roles at Virgin Media, leading large and geographically disperse teams. His passion for operational leadership, customer service and people engagement has seen him lead teams through M&A processes, rebranding and culture change activities. Before this he led the service organisation for a global white goods brand.

    Neil graduated with a Degree in Economics and gained a PDBA from Newcastle University.

    He is married with two children. He enjoys skiing, cycling and taking his 1978 air-cooled VW campervan for family weekends away.

    Sean joined Arqiva in 2015 as Director of Treasury and Corporate Finance and was appointed Interim Chief Financial Officer (CFO) in May 2019. He was appointed to the role on a permanent basis in September 2019. Sean has a background in all areas of corporate finance and financing. As Director of Treasury and Corporate Finance, Sean was responsible for all aspects of the Group's capital structure.

    Prior to Arqiva, Sean held senior corporate finance and treasury positions at the Immediate Capital Group (ICG) and LandSec and brings a wealth of experience across a range of industries and financial markets. He is a dual UK and Australian national and holds a degree in Commerce, majoring in Accounting and Finance, from the University of New South Wales and is a Fellow of the Association of Corporate Treasurers.

    Sean is married with two children.

  • Clive White

    Group Transformation Director

    Clive White

    Appointed in April 2018, Clive is responsible for delivering Arqiva’s FutureFit transformation, IT and cyber security.

    He brings a wealth of scale operational experience, business transformation and change management knowledge to the role, with experience in the banking, insurance, pensions and investments, telecoms, media and technology sectors.

    Clive joined from the international insurer RSA, where he led the design and implementation of the UK arm of their transformation journey and the first three years of their programme to implement not only substantial efficiency savings, but also build and develop new organisational capabilities. Prior to this he held several transformation related roles at Lloyds Banking Group, Accenture, AT&T Global Network Services and BSkyB where he was accountable for the implementation of IT and operational capability as they developed their integrated platforms for real-time and live-to-air services.

    Clive holds a BSc in integrated computer science and an MBA (Exec) from the University of Bath.

    He has an interest in human performance (Neuro-linguistic Programming and Emotional Intelligence), and is an active fan of Formula One, tennis and volleyball. Clive is married and has two step-children.
