    Simon brings a wealth of experience gained from over 30 years in the information technology, broadcast and telecoms sector. 

    He previously helped guide the strategy and operations of Samsung Electronics’ network business in Seoul, Korea. Prior to this he was CEO of UK-based Digital Mobile Spectrum Limited (DMSL) – also known as At800 – which was established as a 4G licence condition by Ofcom and is responsible for mitigating interference issues that arise as a consequence of the co-existence of DTT television and 4G mobile in the 800MHz band. 

    Between 2009 and 2012, Simon was CEO of Elster Group (SE), a German-based supplier of metering and gas infrastructure solutions. He led the company through a period of growth and also a successful listing on the New York Stock Exchange. 

    11 years with the Nokia Corporation saw him latterly serving on the Group Executive Board responsible for the Group’s Network Business. He was also the founding CEO of Nokia Siemens Networks which today accounts for around 90% of Nokia’s global revenues and profits. 

    Simon is a dual UK-Australian national. He was born and spent his early childhood in the UK before his family emigrated to Australia in 1970. He is married to Margaret and has two grown-up children, both of whom now live in Sydney. He has a wide variety of interests including travel and staying fit.

  • Matthew Brearley

    Director of People & Organisation


    Matthew joined us in February 2012 as director of People & Organisation and is responsible for developing and implementing the people strategies necessary to realise the full potential of our highly skilled workforce.

    Matthew was HR & Property Director at Vodafone UK until Dec 2010 when he decided to take a short career break to pursue charity interests. During his seven years at Vodafone he led people and property strategies as the company went through a period of significant change.

    From 2002 to 2004 he was Head of Retail HR at Marks & Spencer where his focus was on business recovery, turnaround and growth strategy.

    From 1995 to 2002 Matthew was with Kingfisher Group, where he became Director of Retail HR at B&Q from 1999. During that time he created and implemented the core Retail HR strategy that was central to the B&Q growth story.

    Before that he held a Change Consultant role at Associated British Foods (1993 - 1995) and various engineering and operations posts at Exxon Corporation (1987 - 1993).

    Matthew graduated from the University of Bath with a first class honours degree in Mechanical Engineering. He is a sponsor and trustee of a community project in Uganda and an active sportsman. He is married with three children and lives on the south coast.

    David is our Managing Director of Satellite & Media.

    He brings significant Telecoms and Business Process Outsourcing experience having held a number of service and commercial leadership roles at Cable & Wireless and, most recently, Capita. David also brings extensive international experience having worked in Asia for Jardine Matheson and in the Caribbean for C&W. David also spent a number of years in strategy consultancy with Bain & Company.

    David is a graduate of Cambridge University and has an MBA from IMD.

    He is a keen sportsman and is married with 3 children.

  • Steve Holebrook

    Managing Director Terrestrial Broadcast


    Steve is Managing Director of our Terrestrial Broadcast business unit, which provides end to end transmission services to the UK's terrestrial TV and radio broadcasters, including customers such as the BBC, ITV, Channel 4, Global Radio and Bauer. The Terrestrial Broadcast business unit includes the commercial, product, engineering and operational teams required to provide the national services on a 24x7 basis throughout the United Kingdom. The services provided to customers include the transmission of the UK’s DTT multiplexes, and the new Local TV services; local and national analogue radio; local and national DAB services. We are also the license holder for four national commercial UK DTT multiplexes, as well as providing multiplexing services on behalf of other operators that make up the UK’s national DTT platform, Freeview.

    Steve joined Arqiva (NTL as then known) in 1995 and has held a variety of roles in the company including running the standalone Satellite and Terrestrial business units and the combined Broadcast and Media division.

    Steve has previously worked for Mercury Communications, Kingston Satellite Services, British Aerospace and British Telecom International.

    Steve graduated from Newcastle University with a degree in Electrical & Electronic Engineering in 1987 and gained a Master of Science postgraduate degree at Surrey University in 1989.

  • Jeremy Mavor

    Jeremy was appointed to the Management Board in January 2018 with responsibility for all legal and regulatory affairs.

    Jeremy joined Arqiva in 2013 having spent 10 years at top global law firm Allen & Overy. Jeremy worked in their London and Paris offices on a broad range of cross border corporate finance and M&A matters. A fluent French speaker, Jeremy also spent time at Natixis and BNP Paribas when he was based in France.

    Jeremy graduated from the University of Edinburgh with an MA in History and Politics and is a qualified solicitor. He obtained his post-graduate diplomas in law from College of Law, Guildford, and BPP Law School in London.

    He is an avid sportsman and is married with four children.

    Nicolas Ott

    Nicolas is Managing Director of our Telecoms & M2M business unit which is the leading

    independent provider of towers, outdoor small cells infrastructure and indoor distributed antennae systems to the mobile industry, and a leading provider of smart meters and internet of things networks in the UK.

    Nicolas joined us in January 2012 from EE, the UK’s largest mobile operator where he was the Vice-President for Strategy, Regulation and Planning. Prior to that, Nicolas held various positions in Orange UK and in Orange / France Telecom Group, he has also spent a number of years in financial audit. 

    Nicolas is a graduate of the European Business School and is a qualified accountant (Diplôme d'Etudes Supérieures Comptables & Financières). 

    He is married and lives in London.

  • Liliana Solomon

    Chief Financial Officer


    Liliana joined Arqiva in May 2016 as Chief Financial Officer.  She additionally carries accountability for procurement.

    Liliana has over twenty years’ experience from across the telecoms industry having previously held similar roles at Vodafone in Europe, Cable & Wireless in UK, Europe, Asia and US, and T Mobile (Deutsche Telekom) in the UK.

    Holding an MBA from INSEAD as well as a PhD in Physics, she is multi-lingual and speaks fluent German, English, French and Romanian.

    Liliana is a keen sportswoman and previously played tennis for the Romanian national team. She is married with a son.
